Eight Vermont counties now qualify for homeowners and business assistance

first_imgGovernor Peter Shumlin has announced that Addison, Orange and Bennington Counties have received the Individual Assistance Declaration, joining Windham, Chittenden, Washington, Rutland and Windsor. ‘This is critical for homeowners and businesses facing expensive damages and losses from Tropical Storm Irene,’ the Governor said. Assistance for losses sustained anytime after the storm may include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help recover from the effects of the disaster. Even those with insurance may be eligible for help from FEMA if their insurance policy does not cover all their needs, FEMA said. To apply: Step 1: Register with the Federal Emergency Management Agency. There are several ways to register:Apply online anytime at www.DisasterAssistance.gov(link is external). Call 800-621-FEMA (3362) or TTY at 800-462-7585. Those who use 711 or Video Relay Service (VRS) may call 800-621-3362. The toll-free telephone numbers operate from 7 a.m. to 10 p.m. seven days a week until further notice. Multilingual operators are available to assist with the application process.By smartphone or tablet, use m.fema.gov, or for devices with the Android operating system, a FEMA App can be downloaded at market.android.com/details?id=gov.fema.mobile.android.When applying for aid you will receive a nine-digit registration number that can be used for reference when corresponding with FEMA. It is helpful to have the following information handy:Current telephone number;Address at the time of the disaster and current address;Social Security number, if available;A general list of damages and losses;If insured, the name of insurance company, agent and policy number; andBank routing number for any direct deposit. Step 2: Receive a property inspection.Within a few days after registering, eligible applicants will be telephoned to make an appointment to have their damaged property inspected. The inspectors, who are FEMA contractors and carry identification badges, visit to make a record of damage. They do not make a determination regarding assistance. There is no cost for the inspection. Step 3: All applicants will receive a letter from FEMA regarding the status of their requests for federal assistance. Some will also receive an application for a low-interest disaster recovery loan from the U.S. Small Business Administration.Anyone who has questions about the letter from FEMA should call the helpline (800-621-3362 or TTY, 800-462-7585).Those who receive an application packet from the SBA should complete and submit the forms. Down East Family YMCA swim team wins in first dual meet

first_imgELLSWORTH — The Down East Family YMCA Dolphins defeated the Waldo County YMCA Bluefish 708-161 on Saturday in the season’s first dual meet.The win was the team’s largest margin of victory ever. A total of 106 DEFY swimmers participated in the meet. Of those, 33 DEFY swimmers placed first in at least one individual event, and 11 placed first in two or more events. The Dolphins also finished first in every contested relay event.Colin Aponte qualified for the New England YMCA Championships in the 100-meter freestyle with a time of 1 minute, 1.7 seconds, and Sean Hill joined him by posting a time of 56.79 seconds in the same event. Hill also qualified in the 200-meter freestyle by posting a time of 2:04.77.Hill’s performance in the 200 free was also good enough to qualify for the Maine Swimming Junior Olympics. Joining him there will be Caroline Mazgaj and Jessalyn Parks. Not everyone could be expected to digest as much as Chandler did and still play a meaningful role in a win.But it’s that skill set, the veteran knowledge and the intuition the Lakers felt they needed when they agreed to sign Chandler over the weekend, as the Suns negotiated his $13.6 million buyout. As he pointed toward the rafters, the Staples Center crowd cheered for his arrival – the native son finally playing for the team he grew up watching. Chandler was also vocal on a second unit that often hums with Rondo’s running dialogue. He was communicating on defense, pointing out vulnerabilities and trying to position himself correctly as the Lakers held the Timberwolves to just 33 percent shooting in the second half. James said every one of Chandler’s minutes was “impactful,” and his voice – telling the team to keep fighting – was welcome for a group that has lost a number of close games already this season.During a late timeout, Rondo was uncharacteristically quiet. Walton was concerned his point guard was upset. Rondo wasn’t – he just didn’t have anything to add.“Coach asked what was wrong; I’m like, ‘When Tyson’s talking, I don’t need to talk as well,’ ” he said. “So having another voice in the locker room is big, especially for me and Bron.”But even the most prepared veteran has weaknesses. As early as Tuesday, Walton squeezed in some court time with him. After Wednesday morning shootaround, Walton assembled a group of five (including himself) to help Chandler run through the team’s offensive sets.But not everything is in a playbook. In the game itself, Chandler credited veteran guard Rajon Rondo with helping him get up to speed with where he needed to be. Sometimes, Rondo would say so and point. Sometimes he would simply flick his eyes to a spot where he needed Chandler to go.All signals were picked up.“He vocally was telling me where to be at all times, making eye contact with me,” Chandler said. “And I’ve seen a lot of the sets to pick up on ’em. I knew the basics, but clearly, I didn’t know like second or third options.”Still, there were times he could have fooled the casual observer. Rondo and LeBron James credited Chandler for having a basic familiarity with certain sets that go by many names on many different teams but are common throughout the NBA. The Lakers ran a “Chin” set with Chandler on the floor that resulted in an alley-oop by Lonzo Ball. Chandler’s intuition on such plays made it possible to keep him on the floor. District court judge overturns Iowa’s ‘fetal heartbeat’ law

first_imgDES MOINES — A district court judge has ruled Iowa’s so-called “fetal heartbeat” law is unconstitutional.Last May, Governor Kim Reynolds signed the law to ban abortions after a fetal heartbeat may be detected, which happens in about the sixth week of a pregnancy. Planned Parenthood of the Heartland and the American Civil Liberties Union of Iowa immediately challenged the law in court.Governor Reynolds issued a written statement late Tuesday afternoon, saying a “beating heart indicates life” and she’s “incredibly disappointed” by the ruling. Senator Janet Petersen, a Democrat from Des Moines who’s a leading critic of the proposal, also issued a statement. Petersen called the law “extreme” and says it “forced motherhood” on Iowa women and girls.Last summer the Iowa Supreme Court ruled a 72-hour waiting period for abortions was unconstitutional. Ash Trees, Agriculture Face Threat From Two Invasive Insects

By Chris Rotolo |MONMOUTH COUNTY – The infestation of the emerald ash borer is coming to Monmouth County trees near you.According to experts in the field, there’s little anyone can do to avoid the total destruction and devastation of the local ash tree population.George Nobel, the general supervisor of trees for the Monmouth County Shade Tree Division, said time is of the essence for any Two River-area residents interested in preserving their private ash trees.“It’s not a matter of if this will happen, it’s when,” said Nobel. “There is no avoiding this. (The emerald ash borer) is going to kill all untreated ash trees. So if you have a healthy specimen, and you want to save it, you can preserve it pretty effectively with a treatment. But if it’s already infected, it’s pretty impossible to cure the infestation.”According to Flynn’s Tree Service of Middletown, treatment requests have been trending upward since the metallic green, bullet-shaped beetle first appeared in the Garden State in May 2014. An average treatment for a private ash tree can be around $175, though costs can vary based upon size.Nobel was adamant that if property owners have a healthy specimen they’d like to preserve, it could be financially beneficial to do so, stating “not many people know that if you have really nice landscaping and trees on your property, it can add value.”The Threat is Already HereNew Jersey Department of Environmental Protection (NJDEP) said that, since 2002, the emerald ash borer has wreaked havoc on the North American continent, laying waste to tens of millions of ash trees. The agency first fielded reports about the insect in Burlington, Mercer and Somerset counties, but in following years it’s fanned out to every northern county in the state and reached as far south as Camden County.County horticulturalist for Rutgers Cooperative Extension Diane Larson said the emerald ash borer has inhabited Monmouth County since 2015, with isolated incidents reported in Allentown and Millstone Township, but the swarm is spreading, with a large supply of ash tree specimens for the insect to infest.“The ash is a beautiful tree and it’s not only native to the area, but has been widely planted within county and municipal parks over the last 20 to 30 years,” said Larson, pointing to the 24.7 million green ash, white ash and white fringe tree specimens in the northern and central portions of the state. “Up to this point Monmouth County hasn’t had a lot of widespread problems, but it’s just a matter of time.”People cultivate ash trees for ornamental purposes, though it is native to the forested areas of central and northern New Jersey. Ash trees have a grayish bark that is smooth to the touch on younger specimens. Depending on the species of ash, they can vary in dimension from 30 feet to 120 feet high, and 40-to-50-feet wide. The ash tree develops compound leaves with five to 13 oval leaflets that are 8-to-15-inches long.JCP&L Warns It Will Cut TreesDuring a Sept. 11 presentation by Jersey Central Power & Light (JCP&L) at the Holmdel Community Center, the electrical service provider unveiled a new $400 million infrastructure plan that is pending approval before the state Board of Public Utilities.Vice president of external affairs, John Anderson, said a major aspect of the company’s Reliability Plus plan was an enhanced vegetation management program that will essentially double JCP&L’s current annual budget of $25 million.Anderson noted the aggressiveness of this program was due in large part to the impending damage that will be caused by the emerald ash borer.“Believe it or not, the majority of power outages in our service area are caused by falling tree limbs and the collapse of brittle tress during stormy weather,” Anderson said.According to Nobel, the emerald ash borer destroys by feeding on the margins of the ash leaf, before depositing eggs in the bark crevices of the trunk. After the egg matures the larvae burrow and feed on the water and nutrient-transporting underbelly of the tree known as cambium, cutting off its life source and leaving it as a brittle, rotting husk susceptible to collapse during severe weather events.“Once these trees begin to show poor health it’s too late. They can’t be saved and they’ll begin to turn to dust very fast,” Nobel said. “Companies won’t even let their employees climb ash trees anymore, because they may be compromised and it’s tough to tell sometimes.”Spotted Lanternfly a New ThreatDespite the emerald ash borer’s impending impact on the Two River community, Larson, the horticulturalist, says it’s not the only invasive insect species we need to worry about.The spotted lanternfly is another destructive force that, unlike the emerald ash borer, has flight capabilities and, rather than feeding on a single specimen like the ash, has an appetite for a multitude of fruit trees, ornamental trees, vegetables, herbs, vines and agricultural crops like grapes and hops.The Spotted Lanternfly. Photo courtesy NJDEPNobel described a scene earlier this year in which a small Pennsylvania vineyard was overrun with approximately 200,000 of these plant-hopping bugs, with crews of government workers shoveling out truckloads of the insects.Delicious Orchards co-owner Michael McDonald expressed his anxiety over the infestation across the Delaware River. “As of right now, all we can do is cross our fingers and hope that they continue to contain this thing,” he said. “We’re looking at the impact on some vineyards out there and you’re talking 99 and 100 percent losses. You’re talking about full failure. That’s not something you recover from in a year. It’s unnerving.”Larson said the spotted lanternfly is a threat that needs to be addressed now.“Because of the agricultural impact that it has, we can’t afford to put this on the back burner,” Larson said of the insect, which secretes an excessive amount of honeydew that results in soot-like mold growth detrimental to plant life.According to Larson the spotted lanternfly has been all over Pennsylvania since 2014 and has a reputation for being a great hitchhiker, capable of attaching itself to cars, trucks and shipments of wood and produce.In August New Jersey state officials issued a quarantine in Warren, Mercer and Hunterdon counties over reports of lanternfly activity. The insect was first spotted in June in Warren County.“I’ve heard reports of these insects just swarming and covering houses in high numbers. It doesn’t help that they can fly and are very mobile,” Larson added. “This is a serious threat and something we need to start preparing for now.”last_img read more

However, the newest and most impressive mural can be seen from miles away. The unlikely canvas is a concrete grain elevator owned by Agtegra Cooperative.But, make no mistake, once you get past the gigantic elevator artwork, you can find other murals around this town of more than 700. Multiple frescoes are tucked away on the side of the quilt shop, inside the town’s carousel, on a walking path downtown and even in the county courthouse.Still, the stopper is the gigantic mural painted last summer by Australian artist Guido Van Helten.“Our local businessman, who we call Aussie Dave, showed us a silo his friend Guido painted in Australia. We were impressed and pitched the mural idea to our arts council—and got a go,” said Troy Hadrick, rancher and president of the volunteer Economic Development Corp. for Faulkton.Van Helten, who happened to be in Florida, was then invited to Faulkton to discuss the mural project and, ultimately, agreed to paint it.A CLEAN CANVAS“He told us the old paint on the elevator wouldn’t hold, so we rounded up three pressure washers and a lift. Guido and our volunteers began blowing off the old paint,” Hadrick explained. “It took us three weeks because we had to patch over the holes and then whitewash the entire elevator before he could start. We used the same high-quality paint that’s used to paint the White House, which should last more than 20 years.”Van Helten started painting last August and finished a month later. Total cost: $75,000. Funding came by way of grants from the South Dakota Farm Bureau, GROW South Dakota, the South Dakota Arts Council and private donations from the community.“We didn’t know what the design would be. He didn’t show us a sketch,” Hadrick said. “He’s an artist, and I guess he had to feel it in his soul.”The mural depicts a young boy on one side, a young girl on the other and the two passing their cowboy hats on the third.“Five little boys in town think it’s them. But, Guido based images off people in general, nothing exact,” Hadrick said.After approval from Agtegra, the project took off. Co-op manager Marvin Hutchinson said painting in the summer was the right time, because it caused little disruption to their daily business.“It’s a big canvas, but we could see a lot of progress every day,” Hutchinson said. “Now, a lot of out-of-state people stop, even buses. Instead of going on I-90, they’re driving through our town to see the mural. While here, they buy gas and go to our local stores. Stomping out the Stigma: A Look at Equine-Assisted Therapy and Training

It’s especially familiar to those of us working in the mental health field. It’s what oftentimes keeps us and our clients away from seeking help and talking about issues that trouble us most. In a recent Anchored. podcast (Episode 10|  Four Legged Healers: Exploring Animal Assisted Therapy. ), we talked with  Dr. Shelley Green about her experience with equine assisted therapy as a way to decrease some of the stigma that can hinder not only clients, but also therapists in training.As a Professor of Family Therapy and Director of Equine Assisted Family Therapy at Nova Southeastern University (NSU),  Shelley feels that horses offer a unique and powerful therapeutic resource; they have the ability to help clients take risks, face fears, and experience transformation in a very different environment than traditional in-office therapy. And, while horses are used for various types of therapy, including substance abuse, couples counseling, and abused children, they can also be used to promote clinical and personal growth with therapists.Shelley has developed two graduate level courses offered to master’s level marriage and family therapy students at NSU. These courses are designed to offer students the experiential opportunity to learn about equine assisted work. Performance anxiety often can be overwhelming for therapists-in-training leading to inner-focus rather than tending to clients’ in-the-moment needs.  The course includes on-site training at the nonprofit site, Stable Place, which houses therapy horses and provides a lovely setting for students to become more aware of themselves through individual work with horses. Horses have been known to serve as:“excellent teachers of relationship, communication, and mindfulness skills…due to [their] highly sensitive nature, therapeutic work with them can increase people’s tolerance for anxiety and help reduce self-focus.” (Meola & Sias, 2016, p. 4)Our MFLN Family Development team was eager to gain insight into the  impact courses such as Shelley’s have on the comfort, awareness and confidence of those involved. first_imgThe mainstream media are falling over themselves talking about Russia’s just-signed “Holy Grail” gas deal with China, which is expected to be worth more than $400 billion. But here’s what I think the real news is… and nobody’s talking about it—until now, that is. China’s President Xi Jinping has publicly stated that it’s time for a new model of security, not just for China, but for all of Asia. This new model of security, otherwise known as “the new UN,” will include Russia and Iran, but not the United States or the EU-28. This monumental gas deal with China does so much more for Russia than the Western media are reporting. First off, it opens up Russian oil and gas supplies to all of Asia. It’s no coincidence that Russian President Putin announced the gas deal with China at a time when the tensions with the West over Ukraine were growing. Putin has US President Obama exactly where he wants him, and it’s only going to get worse for Europe and America. But before I explain why that is, let’s put this deal in terms we can understand. The specific details have not been announced, but my sources tell me that the contract will bring in over US$10 billion a year of revenue to start with. The 30-year deal states that every year, the Russians will deliver 1.3 trillion cubic feet (TCF) of gas to China. The total capital expenditure to build the pipeline and all other infrastructure for the project will be more than $22 billion—this will be one of the largest projects in the world. You can bet the Russians won’t take payment in US dollars for their gas. This is the beginning of the end for the petrodollar. The Chinese and Russians are working together against the Americans, and there are many countries that would be happy to join them in dethroning the US dollar as the world’s reserve currency. This historic gas deal between Russia and China is very bad news for the petrodollar. Through this one deal, the Russians will provide about 25% of China’s current natural gas demand. In a word, this is huge. It’s also not a coincidence that Putin sealed the deal with China before the Australian, US, and Canadian liquefied natural gas (LNG) terminals are completed. If you read our recent Casey Energy Report issue on LNG, you know to be wary of the hype about LNG’s “bright future.” Take note: this deal is a serious negative for the global LNG projects. I also stated in our April 2012 newsletter: Putin has positioned Russia to play an increasingly dominant role in the global gas scene with two general strategies: first, by building new pipelines to avoid transiting troublesome countries and to develop Russia’s ability to sell gas to Asia, and second, by jumping into the liquefied natural gas (LNG) scene with new facilities in the Far East. Pretty bang on for a comment that was made over two years ago in print, don’t you think? So, what’s next? Lots. Putin will continue to outsmart Obama. (Note to all Americans: the Russians make fun of you—not just for your poor choice of presidents, but also for your failed foreign policy that has led to most of the world hating America. But I digress.) You will see Russia announce a major nuclear deal with Iran, where the Russians will build, finance, and supply the uranium for many nuclear reactors. The Russians will do the same for China, and then Syria. With China signing the natural gas deal with Russia and the president of China publicly stating that it’s time to create a new security model for the Asian nations that includes Russia and Iran, it’s clear China has chosen Russia over the US. We are now in the early stages of the Colder War. The European Union will be the first victim. The EU is completely dependent on Russia for its oil and natural gas imports—over one-third of the EU-28’s supply of oil and natural gas comes from Russia. I’ve been writing for years about this, and I’m watching it come true right now: the only way out for the EU countries is to use modern North American technology to revitalize their old proven oil and gas deposits. I call it the European Energy Renaissance, and there’s a fortune to be made from it. Our Casey Energy Report portfolio has already been doing quite well from investing in the European Energy Renaissance, but this is only the beginning. If Europe is to survive the Colder War, it has no choice but to develop its own natural resources. There are naysayers who claim that Europe cannot and will not do that, for many reasons. I say rubbish. Of course, to make money from this European dilemma, it’s imperative to only invest in the best management teams, operating in those countries with the political will to do what it takes to survive… but if you do, you could make a fortune. Doug Casey and I plan on doing so, and so should you. For example, two weeks ago in this missive, I discussed “The Most Anticipated Oil Well of 2014,” where if you invested, in just two weeks you could be up over 40%. Not only did I write in great detail about the company, I even interviewed the CEO because of the serious potential this high-risk junior holds. I said in that Dispatch that the quality of the recorded interview wasn’t first class, but the quality of information was. first_imgMore than 130 people in the U.S. die of an opioid overdose every day. One of the most effective ways to save lives is to get those struggling with addiction treated with medication to stop their cravings. But a loophole in federal law might block at least one new opioid-addiction drug from coming to market for years.Many patients have to try several medications before finding one that works for them and that they can stick with.”It’s important to have multiple different treatment options for different patients, different circumstances,” says Carolyn Bogdon, a family nurse practitioner who oversees outpatient medication-assisted treatment programs at the Medical University of South Carolina in Charleston, S.C.Some use methadone, which they get every day. Others use Vivitrol, which can be injected once a month. And many use buprenorphine, which comes in tablets and a dissolvable film that people take once or twice a day. Buprenorphine is an opiate, but it blocks the cravings associated with addiction without giving people the same high.A handful of patients at the university’s clinics have moved to a form of buprenorphine called Sublocade that’s injected just once a month. And if the company that makes Sublocade gets its way, the drug will be the only long-acting buprenorphine on the market for five more years.FDA and ‘orphan drugs’That’s because a quirk in federal law may prevent a competing drug called Brixadi from going on sale until 2024. “It’s ready for market now,” says Mike Derkacz, CEO of Braeburn, which makes Brixadi. “We are deemed safe and effective by FDA, but we are unable to make the product available to patients during this crisis.”Sublocade was approved for sale in 2017 and, like any new drug, was granted three years of exclusive access to U.S. markets. That time is up next year. But in December, the Food and Drug Administration told Braeburn it might have to wait four more years because Sublocade was designated an “orphan drug,” which gives it seven years of exclusive access. Sublocade, which is made by Indivior, isn’t an orphan drug in the traditional sense. Normally, these are medications that treat illnesses affecting fewer than 200,000 people a year. Opioid addiction is not a rare disease.In 2017, according to the National Institute on Drug Abuse, about 2.3 million people in the U.S. were addicted to prescription opioids or illicit opiates such as heroin, and 47,000 people died of an overdose.The Trump administration declared opioid addiction a public health emergency that same year — just a month before Sublocade hit the market — and made helping people get medication-assisted treatment a priority.That’s why the makers of Brixadi were shocked when the FDA gave their product only tentative approval in December. Derkacz says it doesn’t make sense, in the middle of what many call an epidemic, to treat buprenorphine drugs as if they treat a rare disease.”There have been studies that show a reduction in mortality by 40% with buprenorphine,” Braeburn’s CEO says. “That keeps people alive. That gives people a chance to get back to their lives and recover fully.”A back-door approachSo why is Sublocade considered an orphan drug? Like many things related to prescription drugs, the reasons are wonky and sort of irrational.Indivior created its first buprenorphine-based drug, called Subutex, in the 1990s. At the time, treating addiction with other drugs wasn’t mainstream. There were methadone clinics in some U.S. cities, but they were heavily regulated by law.The company asked the FDA to give it orphan drug status — but instead of saying there weren’t many potential patients, Indivior said it had little hope of earning back its investment in Subutex and needed extra time with no competition. Few drugs have ever received orphan status this way. But at the time, it made sense to the FDA.The orphan designation was granted, and Subutex hit the market in 2002.Since then, Indivior has made billions in revenue from sales of the drug and its successors, Suboxone and Sublocade, partly because the orphan designation is automatically attached to every new formulation of buprenorphine the company makes.Indivior’s executives declined to be interviewed for this story. But in response to written questions, the company says, “Indivior stands by FDA’s decision, which was supported by both the law and the facts at that time.”Derkacz says Braeburn has asked the Food and Drug Administration to revoke Sublocade’s orphan status. And an FDA spokeswoman says the agency is actively considering that request.The right drug ‘can save their life’Long-acting, injectable treatments for addiction have some advantages over tablets and dissolvable films. Patients don’t have to remember to take medication each day, and they can avoid the drugstore.”It provides a little bit more anonymity for patients that don’t want to disclose that they have an opiate use disorder,” says Michelle Lofwall, a psychiatrist and medical director at two University of Kentucky clinics that treat patients struggling with opioid addiction.”Some patients have felt stigmatized when going to the pharmacy, like they don’t feel like they’re necessarily treated all that well once they show their prescription,” she says.Lofwall participated in Brixadi’s clinical trial, so she’s one of the few health care providers who has used both medications. She says they’re slightly different and that she’d like to have the choice to offer her patients.”From a public health perspective, and just as a provider physician trying to treat patients, they need to have all the options,” Lofwall says. Being on the right drug “literally can save their life.””As a clinician, it’s always important for me to have more tools,” Andrea Barthwell, an addiction treatment specialist, wrote in public comments on Braeburn’s FDA petition. “Moreover, there are gaps in care from the current buprenorphine treatment options that Brixadi may fill.”Brixadi can be used weekly as well as monthly, allowing doctors to see their patients more frequently and monitor them more closely at the start of treatment, according to several comments.Another issue is cost.Sublocade costs about $1,580 per month, according to marketing materials from Indivior, and some insurance companies won’t pay for it. “In Kentucky,” Lofwall says, “we haven’t been able to get it for patients who are on several different Medicaid managed-care programs.”By contrast, a generic version of the buprenorphine film costs about $140 a month, according to the website GoodRX.com.Daniel Smith, who leads the medication-assisted treatment program at Mary’s Center in Washington, D.C., says he doesn’t know any doctors who use Sublocade now.”Long-acting buprenorphine is definitely advantageous over short-acting for many reasons, but cost and availability have been the challenge,” he says.But if a competitor drug came on the market, Smith says the price of Sublocade might fall, and he might then be willing to prescribe it to his patients. It is run and owned by disabled journalist John Pring, and has been from its launch in April 2009. Thank you for anything you can do to support the work of DNS… Two opposition parties are writing urgent letters to work and pensions secretary Esther McVey – while a third is demanding an investigation – about a possible cover-up over documents linking the “fitness for work” test with the deaths of benefit claimants.Senior figures from both Labour and the Liberal Democrats said this week that they were writing urgently to McVey to ask whether the Department for Work and Pensions (DWP) had shown the documents to the independent expert the government commissioned to review the work capability assessment (WCA) in 2013 and 2014.The Green party’s co-leader, Jonathan Bartley, said the failure to be clear about what happened with the documents had “all the hallmarks of a deliberate cover-up”. He has called for an independent investigation.The SNP also said it would be seeking answers from DWP.Dr Paul Litchfield (pictured) was commissioned by DWP to carry out the fourth and fifth reviews of the WCA but has so far refused to say if he was shown letters written by two coroners and a number of secret DWP internal “peer reviews” into deaths linked to the WCA regime.Litchfield, who was recognised by the prime minister with a CBE in last month’s birthday honours, published the two reviews in December 2013 and November 2014, but neither of them mentioned the documents, all of which link the WCA with the deaths of claimants.A spokesman for Marsha de Cordova, Labour’s shadow minister for disabled people, said she would be writing to McVey “as a matter of urgency”.Stephen Lloyd, the Liberal Democrat shadow work and pensions spokesman, said: “I will be writing directly to the secretary of state, Esther McVey, to seek clarification whether or not her department, the DWP, ever showed [Litchfield] the documents linking the WCA to the deaths of benefit claimants.“The public has a right to know, particularly now he’s been awarded a gong.”Neil Gray, the SNP’s social justice spokesman at Westminster, added: “This issue has thrown up a number of questions for the DWP and we need a clear and definitive statement on what people knew and when. We will be seeking those answers.”Even though DWP possessed all the coroner’s letters and peer reviews, it has claimed in a freedom of information response that it holds no information in its records on whether they were shown to Litchfield while he was reviewing the WCA.Since Disability News Service (DNS) revealed the existence of the documents in the years after Litchfield’s final report was published, concerns have grown that DWP and its ministers deliberately covered-up evidence of the fatal impact of the assessment on sick and disabled people.The coroner’s letters followed the deaths of two men with mental health conditions in 2010 and 2013 and each warned of further such deaths if changes were not made to the WCA.The call for evidence for Litchfield’s second review was issued on 10 June 2014, five months after coroner Mary Hassell had written to DWP following an inquest into the death of Michael O’Sullivan, who had had significant, long-term mental health problems.Hassell had told DWP that the trigger for O’Sullivan’s suicide had been the conclusion by civil servants that he was fit for work, but she said that neither DWP nor the Atos doctor who had assessed him through the WCA process had asked his GP, psychologist or psychiatrist for information about his mental health.Hassell told DWP that it needed to take action “to prevent further deaths” like Michael O’Sullivan’s.But despite that urgent call, Litchfield’s second review failed to mention Hassell’s letter or a similar letter sent to DWP by another coroner in 2010 following the suicide of Stephen Carré.Litchfield’s two reviews also failed to mention the peer reviews.Peer reviews – now known as internal process reviews – must be carried out by civil servants into every death “where suicide is associated with DWP activity”.One of the aims of these reviews is to “determine whether local and national standards have been followed or need to be revised/improved”, so DWP would find it hard to explain why they would not have been shown to Litchfield, whose job it was to review how the WCA was working.DWP has admitted that at least seven peer reviews written in 2012 mentioned the WCA, and there are almost certainly more that were written by the time Litchfield wrote his final report in late 2014.Litchfield has so far refused to comment about the documents.But Professor Malcolm Harrington, the independent expert who carried out the first three reviews of the WCA in 2010, 2011 and 2012, has already told DNS that he believes he was shown neither the first coroner’s letter (the second letter had not yet been written by the time he completed his third review) nor any WCA-related peer reviews.Bartley said this week: “If the Department for Work and Pensions failed to show Dr Litchfield vital documents linking the work capability assessment with the deaths of benefit claimants, DWP are clearly implicated in a cover-up.“If he was shown them but didn’t mention them in his reports, then so was he.“This has all the hallmarks of a deliberate cover-up over the fatal impact of the assessment on sick and disabled people. “There is no justification for secrecy, it is clearly in the public interest for the truth to be told and there should be an independent investigation of what happened.”A DWP spokeswoman said: “As we’ve previously said, this was an independent review, and DWP provided information alongside other stakeholders – on request.“Any evidence used was referenced in the review.”last_img read more

first_imgSenior Department for Work and Pensions (DWP) civil servants have failed to answer key questions about links between the government’s policies and the deaths of disabled benefit claimants, during a face-to-face meeting with grieving parents.Emma Haddad, DWP’s director general for service excellence, and Colin Stewart, its work and health director for the north of England, spent more than an hour in Monday’s meeting with Joy Dove and Eric Whiting, the parents of Jodey Whiting.The Independent Case Examiner (ICE) concluded earlier this year that DWP was guilty of “multiple” and “significant” failings in handling the case of the mother-of-nine, who had her out-of-work disability benefits stopped for missing a work capability assessment (WCA), and took her own life just 15 days later.During the meeting, Dove asked 13 key questions that had been drafted for her by Disability News Service (DNS), based on her daughter’s case and the wider scandal of deaths linked to the actions of DWP ministers and senior civil servants.But Haddad refused to answer many of the questions for legal reasons.Among the questions about her daughter’s case, Dove asked how DWP could have made so many serious safeguarding failings.Her ex-husband asked whether anyone had been disciplined or lost their job over their daughter’s death.Dove asked Haddad why she should believe that DWP had fixed the system when it had made similar promises after so many other deaths.And she asked why DWP kept making mistakes that led to the deaths of disabled people when it had carried out so many secret reviews into deaths linked to DWP actions.Crucially, she also asked about the alleged cover-up which saw DWP fail to show the independent expert ministers had appointed to review the WCA a series of secret reviews into benefit-related deaths and letters written by coroners linked to the assessment process. And Dove asked if she could see the secret review that would have been carried out by DWP after her daughter’s death.Haddad promised Dove that she would provide written answers to all the questions.The meeting took place in the offices of Labour’s Dr Paul Williams, Dove’s MP, in Thornaby-on-Tees.Dove said that Haddad insisted in the meeting that ministers had not ordered her and Stewart to apologise in person, but that they had instead “got together and decided we needed to come here and say sorry”.Dove told DNS she was glad the meeting had taken place, but she warned DWP that this would not be the end of her campaigning, although her legal team would now take the lead in seeking justice for her daughter.She said: “It hasn’t really changed things because she’s dead and she’s not coming back.“I told them that five minutes away from here, my daughter is in that cemetery.”Dove believes Haddad was on the verge of tears when she heard her speak about Jodey and showed her pictures of her daughter.She said: “I thought she had a tear in her eye when I got upset and showed her letters from Jodey saying she was in debt and which said, ‘Please, mam, look after my babies.’“I could see a tear in her eye but at the same time she had to hold it back.”But she said Haddad also told her: “I am a mother of two. I know how you would have felt.”Dove said Haddad and her colleague were left speechless when she told them that campaigners were calling DWP “murderers”.After the meeting, a DWP spokesperson said: “Senior officials have met with Mrs Dove today, to apologise again for the failings in handling her daughter’s case and discuss the lessons learnt.“We fully accepted the Independent Case Examiner’s findings earlier this year and have since reviewed and strengthened our procedures to ensure all vulnerable claimants are safeguarded.”The number of people signing a petition in Jodey Whiting’s name, calling for an independent inquiry into deaths linked to DWP failings, and for evidence of criminal misconduct by civil servants or government ministers to be passed to the police, has now passed 42,000.But that is less than halfway to the target of 100,000 needed to secure a House of Commons debate on the petition.To sign the Justice for Jodey Whiting petition, click on this link.
