first_imgOTTAWA, ON. – Prime Minister Justin Trudeau is welcoming a promise from Donald Trump that the US president won’t pull out of NAFTA without first trying to renegotiate the pact.Trump was preparing to do just that, but changed his mind after a phone conversation with Trudeau and the Mexican president.Both Trudeau and the president are confirming this wasn’t an empty threat, with Trump admitting he was prepared to give notice of a pull out within days.However, Trudeau says on that phone call he pointed out the major economic consequences of such a move. “He was very much thinking about cancelling. It would cause a lot of short and medium-term pain for an awful lot of families. And he, like me, got elected on a platform of helping people and helping the middle class.”Trump took to social media to say a very good deal is still possible although there is frustration within his administration regarding the pace of renegotiations.Much of that has to do with hold-ups in Congress and a time crunch before the Mexican election which is a year away. “We agreed that we could sit down and get to work on looking at ways to improve NAFTA, as it’s been improved before, in a thoughtful way that will benefit all of our countries,” adds Trudeau.Despite the back and forth, it’s unclear when renegotiations will begin.last_img read more

Christmas debt hangover cure starts with retracing holiday transactions

first_imgCALGARY – Like the morning after too many eggnogs the night before, many Canadian families are waking up this week to the pounding headache of a Christmas debt hangover.But credit counsellors say there’s a cure for those who have the courage to face their painful situation.Mike, a 38-year-old from Vancouver, remembers his desperation when he finally realized he needed help about five years ago.“I had no other choice. I had like $1 left on my credit card,” he said.“I had the ability to make money but no matter how much I made, I was paying it out in debt payments every month. Something had to change.”Mike, who asked his last name be withheld, owned a failing metal fabrication business in Vancouver.The trouble was he didn’t realize how badly it was failing — there wasn’t enough money coming in to cover the payments on his $20,000 business loan, resulting in him running up about $15,000 in debt on his credit cards.He described his financial plan at the time as “delusional.”For instance, although he knew he had to pay taxes, he didn’t because he couldn’t afford it. Similarly, when he calculated his income, he would look only at the revenue side and not at his crippling expenses.Today, he credits two forces for helping him get out of the quagmire — his now-wife, who let him move in with her to control living costs, and the Credit Counselling Society, which helped him consolidate his debt and pay it down with affordable $400 monthly payments.Scott Hannah, founder and president of the society, says most of its clients just need a little advice, but the society will also negotiate with creditors and collect payments on their behalf from the client in about one in five cases.“Christmas itself is a very stressful time,” he said. “When you add on financial difficulties, it just magnifies the amount of stress.”The society is one of several not-for-profit members of Credit Counselling Canada, organizations financed mainly by lending institutions that offer free debt-counselling services. It has offices in the western provinces, the North and in Ontario.Another is Money Mentors, which has offices throughout Alberta.“All too often, we see people who come in here and they’re still paying off their Christmas debt from last year,” said Money Mentors counsellor Brian Betz.“It goes on the credit card, they’re making minimum payments. They’re still paying it off and they don’t realize that.”The two agreed that the first step to getting out of debt is to get an accurate picture of where the money is going. Online bank and credit card statements can help clients identify non-essential expenses that can be reduced.Hannah said it’s important that credit cards are put on ice — “You can’t get out of debt if you keep using debt.”Setting a realistic budget is the next step. Many make the mistake of trying to pay down the debt so quickly there’s no money for essentials and the plan fails.A good budget should include a savings plan, so that unexpected expenses are easier to deal with. Families should also budget a strictly limited amount of “fun money,” Hannah said.Betz said figuring out how much Christmas cost this year will make next year’s holiday more enjoyable.“If I’m going to spend $1,200 on Christmas, that’s $100 a month I have to put aside,” he said.Dealing with the debt could involve getting a low interest consolidation loan from a bank. Or you could accelerate payments on high interest rate debt such as credit cards and pay the minimum on less expensive debt.The counsellors said too many Canadians wait too long to get help with their credit problems.The Bank of Canada calculates consumers owe about $1.71 for every dollar of household disposable income.Hannah said he thinks consumer debt will continue to grow in 2018, especially in Alberta and Saskatchewan, where the oil price slump of the past three years continues to put pressure on consumers with too much debt.Debt-free and with a full-time government job, Mike still dreams of being his own boss but is framing those dreams in much more realistic terms these days.“Definitely, now I can afford to buy more Christmas presents for the nieces and nephews,” he said. “I was never the uncle who brings presents before.”Follow @HealingSlowly on Twitter.last_img read more

UPDATE Reactivation of another old landslide causes evacuation order along Old Fort

first_imgUPDATE: Ministry of Transportation and Infrastructure spokesperson Danielle Pope said that an old landslide in the area to the west of Sunday’s landslide has reactivated and is now moving. That slide is located immediately below the Viewpoint at the south end of 100th St.Pope said that visible cracks have been observed and at least one property has reported some driveway and wall cracking – that property is now under an evacuation order. The estimated size of the landslide is 5 million cubic metres and growing. Ramadan to Begin Officially in Morocco Thursday

Paris forum adopts draft UN action plan to improve safety of journalists

18 September 2011Participants at a United Nations forum that met in Paris have drafted an action plan to improve the safety of journalists and ensure that crimes committed against them do not go unpunished. More than 500 media professionals have been killed in the course of their duties over the past decade, according to the UN Educational, Scientific and Cultural Organization (UNESCO), which hosted last week’s forum.It points out that many more have been assaulted, abducted, sexually violated, intimidated, harassed, arrested or illegally detained. In addition, the vast majority of these crimes did not concern international war correspondents but journalists working in their home countries, often in times of peace, and covering local stories. The instigators for the most part, remain unpunished.The draft plan adopted by the forum, which brought together representatives of UN agencies, programmes and funds, envisions the establishment of a coordinated inter-agency mechanism to handle issues connected to the safety of journalists and impunity. Safety and impunity are also to be incorporated into UN contributions to national strategies, notably development assistance programmes and the possible inclusion of media stakeholders in some of the preparatory processes of the UN’s development projects.The draft also foresees the extension of work already conducted by UNESCO to prevent crimes against media workers, including assisting countries to develop legislation and mechanisms favourable to freedom of expression and information.Awareness-raising campaigns will also be conducted with Member States, civil society, non – governmental organizations and concerned bodies about issues of freedom of expression, journalists’ safety and the danger of impunity to democracy, UNESCO stated.The draft plan will be presented to UNESCO’s International Programme for the Development of Communication (IPDC) at its next session in March 2012 and will then be submitted to the bodies in charge of UN-wide coordination. read more

UNP insists that it is for a united Sri Lanka

The United National Party (UNP) today insisted that it stands for a united Sri Lanka and urged the United People’s Freedom Alliance (UPFA) not to spread hatred among the communities in the country.Media Minister and former UNP Parliamentarian Gayantha Karunathilake said that the UPFA has no topic to discuss ahead of the August 17 Parliament election and so they are attempting to create communal disharmony. Karunathilake said that the UNP clearly stands for a united Sri Lanka and so no one needs to have doubts over that. (Colombo Gazette) “Do not attempt to set fire to this country by using the election stage to incite racial hatred,” Karunathilake said at a press conference today. In the lead-up to the Feb. 25 event, research communications intern Holly Mohr writes this commentary on one aspect of the Ebola outbreakBy Holly MohrAs the dust settles following months of media coverage of the Ebola outbreak, another dimension of the story is emerging that may shine a different light on the situation.At the height of the outbreak, media coverage focusing on the uncontainable and deadly Ebola virus generated a lot of fear. Details outlining the gruesome deaths, hazmat suits and border control policies appeared to be broadcast on every station, in every newspaper and all over social media, leading many to believe that the virus results in inevitable death.In fact, according to global statistics contained in a Feb. 18 report from the World Health Organization, more than half of those who contracted the virus survived.What’s more, it has been known for some time that Ebola survivors are immune to the virus (http://www.cdc.gov/vhf/ebola/transmission/qas.html), and thus are able to help relief efforts with their unique position.During an international press conference this month, the National Publicity and Outreach Coordinator of Sierra Leone, Abdulai Bayraytay, spoke about the growing number of people who have overcome the disease.“We have turned out many survivors … (and) we have named them heroes and heroines,” Bayraytay said during a Feb. 10 conference call with journalists. He explained that, far from spreading the contagion of the virus, discharged Ebola survivors in fact spread important information with local communities.“When the word got out that Ebola is not necessarily a deadly virus if it’s reported early, a lot of people reported cases.”There is no doubt that Ebola has been devastating, especially in Liberia, Guinea and Sierra Leone, but why has the international news media portrayed the disease as impossible to survive?“For something to be news, it has to be news worthy,” says Derek Foster, an associate professor in Communications, Popular Culture and Film at Brock University. “Something that is worthy of our attention breaks through the ordinary and is remarkable and dramatic. What’s dramatic? Usually violence, death or disease, something that we should be scared of.”Today, the media gives little coverage to the spectacle of Ebola survivors returning to help infected patients. Along with knowing the needs of the patients better than most, the survivors are also familiar with the cultural context.“We recruit them from their local communities,” said Bayraytay. “They know the terrain, they know the people and they speak the language.”According to Bayraytay, the declining number of confirmed cases is largely attributed to social mobilization and education of local people. For many in Sierra Leone, Guinea and Liberia, education on the disease comes from more traditional means such as town hall meetings and radio programs in local languages.Survivors are key in this initiative, as they can communicate effectively to communities. Their defeat of the disease provides hope for the sick and, most importantly, encourages people to seek treatment.Perhaps more important than speaking the language, these immune survivors can help the infected without wearing all the protective gear, which allows them to touch patients.“There is hardly a family in Sierra Leone that has not been affected by the Ebola virus,” said Bayraytay, adding that many of the survivors who choose to help have lost their family and friends to the disease, making their actions even more heroic.Foster says the politics and power of fear “plays a large part in focusing the public’s attention on things that break through the monotony of the everyday.” Perhaps this explains why the incredible work many survivors have done has been under-represented in the media.This Wednesday, Feb. 25, the Brock African Heritage Recognition Committee will explore news media coverage and other aspects of the Ebola outbreak during the symposium Healing Through Communication Symposium: HIV/AIDS, Sexualities and Anti-African Racism.The symposium will take place in the Mills Room at the St. Catharines Public Library from 5-7 p.m. The free event is open to all, with light refreshments served.Then on Friday Feb. 27, the group will host the third annual Dr. Wilma Morrison African Heritage Lecture. The free lecture will be held from 2 to 3:30 p.m. in Thistle 243 at Brock University. Woman shot during St Catharines break in

Niagara police are investigating after a woman was shot during an alleged robbery in St. Catharines.Police say four men entered an apartment on Lake St. on Monday evening and made “threatening demands” of someone inside the home.One of the men was armed with a gun and shot a female victim. Police say the men fled the area before officers arrived and no firearm was found.The victim was treated at the scene by Niagara Emergency Medical Services and was transferred to hospital with non-life threatening injuries.The four suspects were all dressed in black or dark clothing, wearing hooded sweaters or jackets and had their faces covered. Two of the men were described as white and the other two as black. Investigators do not believe this was a random attack. AddThis Sharing ButtonsShare to TwitterTwitterShare to FacebookFacebookShare to RedditRedditShare to 電子郵件Email Dollarama again increasing pace of new store openings on real estate competition MONTREAL – Dollarama is continuing to increase the pace of new store openings as competition for good locations prompts the discount retailer to act quickly.The Montreal-based chain expects to open 75 new stores next year, after accelerating its forecasted openings to between 75 and 85 stores this fiscal year.At the higher level, Dollarama will have boosted its store count by nearly 64 per cent from last year, when it added 52 new locations.“We’re all aware of the competitive environment for real estate in Canada and if you fall asleep for a couple of years you’re going to be shut out,” CEO Larry Rossy said Thursday during a conference call.Dollarama is mindful that some store additions will cannibalize sales from existing locations as up to half the new stores are in Ontario, where most of its outlets are located.“But we do feel comfortable in spite of that, it’s well worth the investments in those locations,” he told analysts.In urban centres, 10 to 15 per cent of new stores are smaller, sometime basement locations rather than the 10,000 square foot traditional suburban format.Dollarama (TSX:DOL) said its net profits in the three months ended Oct. 28 jumped 23 per cent to $51.5 million, or 68 cents per diluted share.That was up from $41.8 million or 55 cents in the comparable year-earlier period.Revenues soared 14.4 per cent to just under $458 million from $400.3 million and included a 6.6 per cent increase in same-store sales at locations open at least a year. Average transaction sized increased by 4.9 per cent and it had a 1.6 per cent increase in average transactions.The number of stores in operation rose to 761 from 690 in the year-earlier period, with 26 new stores added in the quarter.Normalized net earnings, or those adjusted for non-recurring charges net of tax impacts, were $53.7 million or 71 cents per diluted share, up 29.1 per cent from $41.8 million or 55 cents a year ago.Dollarama had been expected to earn 70 cents per share in adjusted net earnings on $458 million in revenues in the third quarter, according to analysts polled by Thomson Reuters.The discount retailer originally sold products for a dollar but has since added more expensive items priced at up to $3 to help boost the bottom line.Those items above $1 represented 57 per cent of sales, up from 49 per cent last year.“We continue to generate strong gross profits while delivering great value to our customers,” he said.While the chain has added higher price items, Rossy said very few Christmas items are at the top prices and the company’s objective is not to load the stores with these more expensive products.“We’re not aggressively trying to convert our stores into $3 stores here …The objective remains giving value and if I had an alternative I’d give more value at $1 and $1.25 than I would at $2.50 and $3.”The strong results prompted Derek Dley of Canaccord Genuity to increase his target price for Dollarama shares nearly three per cent to $72 as he estimates that 2.5 cents per share is added for each 10 new stores.“We continue to believe Dollarama deserves a premium valuation given its position in an underpenetrated market, industry-leading profitability metrics, robust free cash flow generation and commitment to return cash to shareholders,” he wrote in a report.Dollarama recently appointed the chief executive officer of auto parts distributor Uni-Select Inc. A hard Brexit could hit Irelands budget to the tune €500 million

Image: PA Images Share1 Tweet Email2 THE FIRST THREE years of a ‘hard Brexit’ could cost the Irish exchequer up to €500 million, according to new projections by the ESRI.In its latest economic commentary, the Economic and Social Research Institute has said that the government’s fiscal space will be severely dented by Brexit.Simply put, fiscal space is the amount of money the government can afford to spend over and above what it is already spending on public services.The ESRI says Ireland’s economic output would be greatly affected by a so-called ‘hard Brexit’ and that it would hit fiscal space by up to €500 million over three years.The term ‘hard Brexit’ is used as a shorthand for a British exit from the EU that would see it make a clean break from EU institutions like the customs union.Overall, the ESRI says Ireland’s economy is continuing to grow owing to strong domestic demand and declining unemployment.Brexit, however, poses a “substantial risk for the Irish economy”.“The results indicate that a ‘hard Brexit’ would reduce Irish potential output by more than 3% over the medium term,” the report states.While this has a number of important policy implications, it has specific relevance for the public finances as it is central to the expenditure rule in the Stability and Growth Pact. It essentially means that there will be less fiscal space available to the government than would otherwise be the case. Kotsiras promoted in cabinet reshuffle

first_imgNicholas Kotsiras was appointed Victoria’s Minister for Energy and Resources this week in Premier Denis Napthine’s sweeping cabinet reshuffle. He will retain his Multicultural Affairs and Citizenship portfolio. Speaking to Neos Kosmos, Mr Kotsiras described his new responsibilities as “an exciting and important portfolio where he would be continuing ‘the good work of Minister Michael O’Brien’. “I look forward to working with industry and with all Victorians to ensure consumers have access to energy that is affordable, reliable and more sustainable,” said Mr Kotsiras. The minister’s new duties will include managing the state’s powers in regard to energy sustainability, safety and affordability, regulatory controls and relations with the energy industries. His predecessor Michael O’Brien was moved to Treasurer as Denis Napthine shored up his frontbench team. The reshuffle cost Victorian Police Minister Peter Ryan his portfolio as the new Premier demoted two of the most powerful members of the cabinet, putting some clear blue water between his administration and that of Ted Baillieu. As well as taking police from Mr Ryan – a portfolio that inevitably proved toxic after the Simon Overland affair, Kim Wells was dumped as Treasurer and Industrial Relations Minister Richard Dalla-Riva was sacked from the frontbench. Denying accusations of factionalism within the Liberal Parliamentary Party, Dr Napthine said he had selected his frontbench on his own and had chosen what he said was the best line-up from the available talent. Speculation continues that there was considerably more behind Ted Baillieu’s resignation than has been reported. Political analyst Nick Economou told Neos Kosmos that Napthine’s reshuffle had “forced a reality check on the Nationals”. “It’s clever politics. first_imgSéisme à Barcelonnette, le plus fort jamais ressenti depuis 1997Le séisme qui s’est produit dans la nuit de dimanche à lundi dans les Alpes-de-Haute-Provence, à proximité de Barcelonnette, a secoué les habitants en pleine nuit mais continue de surprendre les scientifiques.Le séisme de magnitude 4,9 qui a secoué les Alpes-de-Haute-Provence dans la nuit de dimanche à lundi était, selon le journal La Provence, le plus fort jamais ressenti depuis 1997. A Barcelonnette, sous-préfecture du département, le tremblement de terre dont l’épicentre se trouvait à 13 kilomètres a été sévèrement ressenti. Un habitant de la ville souligne même avoir été réveillé en pleine nuit en étant secoué. A proximité de l’épicentre, c’est le grondement qui s’est fait entendre le premier, vers 23h30, rapidement suivi d’une secousse qui a duré plusieurs secondes. Certains Barcelonnettes se sont réveillés en sursaut et d’autres ont eu du mal à aller se coucher par la suite.Les deux répliques qui ont suivi le séisme sont intervenues quelques heures plus tard, en fin de nuit et dans la journée, toujours dans la vallée de l’Ubaye. It’s a cheery Christmas spread, but this Felida family sees the meaning behind the gifts: generosity and hope.The Scovil family was displaced when a fire caused heavy smoke damage to their split-level home on Dec. 9. Since then, the family has relocated to a two-bedroom suite at a local hotel. On Saturday, a friend of daughter Nicole Scovil, 17, presented the family of five (plus two dogs, a gecko and two cats) with the Christmas presents, plus other essentials such as toiletries, blankets and clothes. It was a community effort.“I was touched and humbled,” Sandy Scovil said. “It was kind of like we’re going to be OK, we’re going to get through this.”She said she was amazed at how “wonderful and generous” people can be.This support network was powered, in part, by Katrina Cabalfin, who goes to school with Nicole at Skyview High School.When Katrina heard about the fire at the Scovil home, she decided to go to school, even though she had a concussion and was supposed to be out for the week. Katrina felt compelled to help after Nicole shared the story of the house fire at school, she said.“I was like, ‘Oh we have to help this family,’” Katrina said.She called various stores and got in touch with other students and teachers to get donations. Second Finance Bill to legislate for pensions advice exemption and company car

first_imgA second Finance Bill 2017 has been introduced into Parliament, which includes the introduction of an income tax exemption for the first £500 of employer-arranged pensions advice, company car tax bands, and the retrospective application of the money purchase annual allowance (MPAA).A number of measures were dropped from the Finance Bill 2017 after the snap general election was called on 8 June 2017 in order to ease its passage through Parliament. This included the reduction of the MPAA from £10,000 to £4,000, as well as the pensions advice tax exemption. At the time, Jane Ellison, former financial secretary to the Treasury, confirmed that the provisions withdrawn from the bill would be legislated for at the earliest opportunity at the start of the next Parliament.The slimmed down Finance Bill received Royal Assent on 27 April 2017.The tax exemption for £500-worth of employer-arranged pensions advice replaces the current £150 cap. The new provision also broadens the scope of advice available to include general financial and tax issues relating to pensions. The new exemption would apply retrospectively from 6 April 2017.The reduction of the MPAA from £10,000 to £4,000 will also be effective from 6 April 2017. The reduction was first announced in the Autumn Statement 2016 by Chancellor Philip Hammond. This restricts the tax-relieved amount that individuals who have accessed their pension savings through the pension freedoms can contribute to their defined contribution (DC) pensions. In March 2017, the government confirmed that no transitional arrangements would be put in place, and that the MPAA reduction would apply to those who have accessed, or will access, their pensions flexibly, regardless of when the decision to make use of the freedoms occurred.The new Finance Bill also legislates for new tax bands for ultra-low emission vehicles (ULEVs) for the purposes of calculating the taxable benefit of company cars. The percentage for cars that emit 0-50g/km of CO2 will be based upon carbon dioxide emissions and the distance the car can travel in pure electric mode – its electric range. The percentage for cars that emit 51g/km of CO2 or more will continue to be based on CO2 emissions. These changes result in graduated bands for cars with CO2 emissions of 50g/km of CO2 or below, as well as a band for cars with zero emissions. These changes will come into effect from the 2020-2021 tax year.A date for making good on benefits in kind (BIKs) that are not accounted for in real time through pay as you earn (PAYE) is among the other measures included in the second bill. This relates to a payment made by an employee in return for a BIK, which can reduce the value of the BIK to zero. The date of 6 July has been set for BIKs that give rise to a tax liability for the 2017-2018 tax year onwards. This measure does not impact existing legislation or dates for making good on BIKs that are payrolled.The second Finance Bill 2017 was introduced to Parliament on 8 September 2017. A second reading of the bill in the House of Commons is scheduled for 12 September 2017.Mel Stride, financial secretary to the Treasury and paymaster general, said: “A fair tax system is a key part of our plan to build a fairer society. (WSVN) – Although strong wind gusts and dry conditions have made it difficult for firefighters to extinguish a forest fire that engulfed over 1,000 acres of undeveloped land in Southwest Miami-Dade, the wind gusts are pointing west, and have prevented structures and roads from being affected.Monday afternoon, smoke and ash from the forest fire could still be seen by people driving along Southwest Eighth Street.“The good thing is the winds are still pretty much in our favor, in the same direction as yesterday,” said Scott Peterich from the Florida Forest Service. “So, we’re working on the same game plan as last night.”According to the Florida Forest Service, beginning at around 1 p.m., Sunday, the fire swept through Eighth Street from 137th Avenue, all the way to Krome Avenue. At around 2 p.m., the fire jumped across Krome Avenue and was threatening surrounding structures. The fire eventually made its way to Southwest 177th Street by Sunday evening.The fire shut down nearby roads and businesses, but for now, neighboring structures are out of the danger zone. “There’s nothing west of it, except vegetation,” said Gabriel Llamas with the Florida Forest Service. “There’s no threats as far as structures.” Peterich was the first from the Florida Forest Service to come out to assess the status of the fire around the location where it started, near Southwest Eighth Street and 137th Avenue.Since most of the damage has already been done on the undeveloped land, which is mostly covered in grass and melaleuca trees, the focus is now containment, which stands at 75 percent, according to officials.There is no clear date or time set on when the fire will be completely contained. “Mother Nature is pretty much the one that does all the calling here,” Llamas said.Although the cause of the fire remains under investigation, officials believe it was man-made. They said these kinds of fires are a yearly problem. “Vegetation dries up, humidity drops and the vegetation is easily ignited,” Llamas said.The area where the fire started is popular for four-wheelers, and hot exhaust systems could ignite the dry vegetation and quickly spark an out-of-control forest fire.“You get ATV-ers out here, running full speed all the time, and the exhaust systems get extremely hot. So, if they stop for a second to chat with their buddies, or whatever, they could ignite the grass,” said Peterich. “With these winds, it doesn’t take long to spread and become a wildfire.”“You have to eliminate certain factors,” Peterich continued. “No lightning. So, the only thing I could imagine was that it was four-wheelers. However, we don’t know if it was intentional or not.” center_img Crews have been up in the air looking for hotspots by plane, Monday. “We have our pilot up in the air and he’s trained to do surveillance and provide the commander and the firefighters on the ground a real great picture of the fire activity,” Peterich said.Fire officials are counting on an increase in humidity to help decrease the intensity of the fire, Monday afternoon. It’s a classic.Should Have Been a Contender: There were quite a few great leading performances by women this year (Brooklynn Prince and Jennifer Lawrence among them), but Vicky Krieps is the one that sticks out as a real gem for her work in “Phantom Thread” as the smitten but never swoony Alma, whose flushed cheeks don’t make her seem weak, only more resolute.COYLE:Will Win: McDormand is a virtual lock.Should Win: “Three Billboards” wouldn’t exist without McDormand, who towers over the film like only she can. And Streep gave one of her most subtle performances in “The Post.” But most deserving is Ronan, who’s perpetually playing a jumble of emotions, most of them contradictory, at once.Should Have Been a Contender: Michelle Williams, the real standout in “All the Money in the World,” deserves a shoutout, as does Lawrence, who carries “mother!” But I don’t understand a world in which Prince isn’t nominated for “The Florida Project.” That she’s seven-years old doesn’t do anything to detract from one of the year’s most memorable performances. (And her fictional mom, Bria Vinaite, is equally good.)___BEST SUPPORTING ACTORThe Nominees: Willem Dafoe (“The Florida Project”), Woody Harrelson (“Three Billboards Outside Ebbing, Missouri”), Richard Jenkins (“The Shape of Water”), Christopher Plummer (“All the Money in the World”), Sam Rockwell (“Three Billboards Outside Ebbing, Missouri”)BAHR:Will Win: Sam Rockwell went big in “Three Billboards” as the racist cop who decides to (maybe) start rethinking (some of) his ways. Love it or hate it, but Rockwell is on a winning streak.Should Win: It is Willem Dafoe who gives “The Florida Project” its beating heart. He is the one person who even takes notice of the residents of that low-rent motel on the outskirts of Orlando. Dafoe makes every moment he’s in memorable, whether he’s escorting a suspicious character off of the property or just trying to count the rent money.Should Have Been a Contender: This is a stretch since he’s a true supporting character in a star-studded ensemble (and thus probably would never have been pushed for an actual nomination), but Bob Odenkirk was just phenomenal as Ben Bagdikian, the dogged and heart-achingly believable reporter who actually cracks the case, in “The Post.”COYLE:Will Win: Rockwell is the favourite but I smell an upset. There’s not much evidence for it. I just think good sense will prevail and Dafoe will win his first Oscar.Should Win: This category is awash in terrific character actors. Would it not be great to see Jenkins win? Would anyone not cheer seeing Harrelson at the podium? But Dafoe’s low-rent motel father-figure will go down as the iconic performance of the bunch.Should Have Been a Contender: Dee Rees’ Jim Crow-era “Mudbound” boasts an impressive and starry cast, but the most soulful performance comes from one of its cast members less-recognized names: Rob Morgan. As Hap Jackson, Morgan plays a weary but strong patriarch of a sharecropping family, living somewhere in between slavery and freedom.___BEST SUPPORING ACTRESSThe Nominees: Mary J. Blige (“Mudbound”), Allison Janney (“I, Tonya”), Lesley Manville (“Phantom Thread”), Laurie Metcalf (“Lady Bird”), Octavia Spencer (“The Shape of Water”)BAHR:Will Win: Allison Janney, who is very excellent as the caustic, complicated mother LaVona in “I, Tonya,” and everyone has noticed.Should Win: Lesley Manville upstaged Daniel Day-Lewis (in a good way) as the steadfast Cyril, who can be sometimes terrifying and often funny and without whom the House of Woodcock (and “Phantom Thread”) would have come crashing to the ground.Should Have Been a Contender: Aside from Manville, there are few performances that gave me such joy as Michelle Pfeiffer’s wickedly funny intruder in “mother!” Her icy glares alone were enough for a nomination at least.COYLE:Will Win: Janney, a riot in “I, Tonya,” is the favourite.Should Win: Nothing could ever be wrong with the fantastic Janney winning an award. But I’d cast my non-existent vote for Metcalf, in her first film in almost a decade.
