Modi and Trump met in the Japanese port city of Osaka on the sidelines of the G20 Summit, the first since the Indian prime minister led his Bharatiya Janata Party to a landslide win in the general elections. Ivanka, who has made women’s economic issues her main focus, said the US President especially talked about the 5G telecommunications technology and its security implications with other global leaders in his bilateral meetings on the margins of the G20 Summit. Modi himself tweeted that the topics discussed during his talks with President Trump were wide-ranging. “We discussed ways to leverage the power of technology, improve defence and security ties as well as issues relating to trade,” the prime minister said on Twitter. Foreign Secretary Vijay Gokhale told reporters that Prime Minister Modi and President Trump had a “very open and productive” meeting. “This was a very open and productive meeting. The two leaders had a very warm discussion,” he said. President Trump congratulated Prime Minister Modi on his victory and the two leaders discussed issues related to Iran, to 5G, to trade and to defence relations. On the issue of Iran, Modi outlined India’s energy concerns as well its concerns regarding peace and stability in the Persian Gulf region. Both sides agreed that they would remain in touch on the issue of Iran and will continue to have mutual discussion on how to ensure regional peace and stability. The discussion came at a time of heightened tensions between Iran and the US, which has accused Tehran of being behind a series of operations against oil tankers in highly sensitive Gulf waters. The US has also deployed its warships and additional soldiers to the region. On 5G, the prime minister highlighted the technical and business opportunities that this new area provides for cooperation between India and the United States. The Prime Minister outlined that India would have a billion users of the 5G technology and in that sense India is the second largest market in the world. “The way India moves or the way whatever choices India makes will essentially determine the way the global trend will go,” Gokhale said. He said Prime Minister Modi underlined the importance of Indo-US collaboration in the further development of 5G technology for mutual benefit. The two leaders discussed the issue of 5G at a time when Chinese telecom giant Huawei has urged India to make an “informed and independent decision” on permitting its 5G trials in the country. The Trump administration is putting pressure on other countries to restrict the operations of Huawei and banned American companies buying its products over security concerns. Gokhale said President Trump welcomed this idea and he spoke about the work that American companies are now doing in 5G. Uttarakhand HC issues contempt notices to Centre AIIMS Delhi

first_imgNainital: The Uttarakhand High Court has issued notices to Union Health Secretary Preeti Sudan and AIIMS Delhi Director Randeep Guleria on a contempt petition filed by Indian Forest Service officer Sanjiv Chaturvedi in a case involving him. It has asked them to file their reply before July 26, asking why they should not be punished for contempt of court, according to the official orders. In its order, the court had termed as “vindictive” the attitude of the central government and imposed on it a cost of Rs. 25,000. The CAT chairman had stayed the proceedings of circuit bench of the tribunal in Nainital for a period of six weeks in the matter related to adverse entries into appraisal report of Chaturvedi, for financial year 2015-16, when he was serving in AIIMS on central deputation. Rabat – Former Franco-Moroccan journalist at the satirical magazine “Charlie Hebdo,” Zineb El Rhazoui, has opened up about anti-Semitism in the world, especially in Morocco, where she was born.Zineb El Rhazoui, who is now living under police protection following the Charlie Hebdo attacks in 2015, has spoken up in the French publication L’Observateur regarding the recent manifesto signed by 250 French personalities against the “new anti-Semitism.”In the newspaper column, the 36-year-old activist supports the signatories, who have been accused by some groups of stigmatizing Muslims and increasing religious sectarianism. El Rhazoui spent most of her childhood in Morocco where she recalls hearing the word “Yhoudi” (Jewish) as an insult for the first time 30 years ago.“It was in a large family reunion and someone had used the phrase ‘Yhoudi ould lyhoud’ (Jewish son of a Jew) to tell him he was a naughty kid,” she said.Though the former journalist explained that she would hear different variations of this “insult” throughout her life in Morocco, she still identifies her homeland as “the least anti-Semitic in the Arab world.”She then recounts how the director of her primary school severely punished her and her classmates, after they threw trash in the yard of the neighbor’s house and insulted to the residents, a Jewish family.“For the first time, we realized that our anti-Semitism was wrong. Rabat – A documentary on Western Sahara, aired on Saudi-owned Television Al-Arabiya, has put forth pro-Polisario claims, putting Saudi Arabia’s Moroccan ally in an uncomfortable position regarding its Western Sahara claims.While refraining from overtly espousing a number of pro-Polisario concepts like “occupation” or “colonization,” the historical time frame presented in the show unequivocally buttressed the claim that Morocco “invaded” and “occupied” Western Sahara when Spain left the territories.Al-Arabiya added insults to injury, however. In addition to its pro-separatist historical timeline, the documentary’s narrative suggested that the international community recognizes the Polisario Front, the separatist group claiming independence for the self-styled Sahrawi Arab Democratic Republic (SADR), as “the legitimate representative of the Sahrawis.” Morocco and Saudi Arabia are historically strategic allies, with especially strong bonds between the two royal families. But the recent months have seen a pattern of gradual decline of warmth in relations that the two kingdoms used to enjoy.Is it all about Morocco’s position in the Gulf crisis?For all the pedigree of the increasingly complicated diplomatic ties between Rabat and Riyadh, Morocco’s position of “constructive neutrality” in the ongoing spat between the Saudi-led group—Egypt, Bahrain, the UAE, and Saudi Arabia—and Qatar may be the main reason for the sustained tension, observers have suggested.The suggestion was reinforced in a recent wide-ranging interview that Morocco’s foreign affairs minister Nasser Bourita gave to Qatar-owned Al Jazeera.Speaking to Al Jazeera journalist Jalal Chahda on the Bila Houdoud (Without Borders) program, Bourita gave a wide-ranging view of Morocco’s diplomacy, touching on the kingdom’s neutrality in the Gulf crisis.“If the parties so wish, the Kingdom of Morocco is ready to offer its services to foster a frank and comprehensive dialogue,” Morocco said in the wake of the crisis in July 2017. Bourita reiterated Morocco’s belief in “Muslim solidarity,” calling the now defunct Gulf Cooperation Council “the only point of light in the Arab world.”As Al-Arabiya, which considers itself to be a counterbalance to Al Jazeera, aired its Western Sahara missile barely a week after Bourita’s interview, it is safe to assume that Morocco’s refusal to pick sides in the Gulf crisis, or more precisely Morocco’s refusal to side with the Saudi-led blockade against Qatar, has still not been swallowed in Riyadh.Déjà vu?In the weeks before June 13, 2018, Saudi Arabia actively lobbied in favor of the US-led North American bid to host the 2026 World Cup. The June vote followed a number of anti-Moroccan sentiments from Turki Al-Sheikh, the chairman of the Saudi General Sports Authority.The episode ignited strong feelings in Morocco, with many Moroccans calling on the government to revise its diplomatic stance vis-a-vis Riyadh. Other events pointed to the “historical lie” that pan-Arabism has always been.But while the gradual rift received considerable news coverage, both countries have been careful enough not to openly attack each other on highly important issues. Morocco has been especially diplomatic even when declining to cater to Saudi demands that did not dovetail with its interests.“If relationships are measured by different schedules, this trivializes the relationship,” Bourita said in his Al-Jazeera interview. Bourita was explaining why Morocco, which was initially part of Crown Prince MBS’s infamous world tour, finally removed itself from the Saudi prince’s itinerary.Need for a responseHowever, in response to Al-Arabiya’s documentary, many have suggested that Morocco’s diplomatic attitude towards Riyadh’s undiplomatic moves will have to change sooner rather than later. The documentary, one report contended, is a “violation of the historical friendship” between Saudi Arabia and Morocco.The point is that while Moroccans have come to expect mild anti-Moroccan sentiments from some quarters in Riyadh, an overt attack on Morocco’s territorial integrity cannot be put in the same basket as other occasional mood swings or miscommunication from the likes of Al-Sheikh.In his Al-Jazeera interview, Bourita said that Morocco’s sovereignty over its southern territories is non-negotiable. Bourita’s firmness on that occasion was reminiscent of his statements when Morocco severed ties with Iran, which it accused of “militarily and logistically” helping Polisario through its Hezbollah proxy.Most recently, on January 29, Morocco’s Permanent Representative to the UN Omar Hilale said that Morocco is unfailingly adamant when it comes to its territorial integrity.“That’s the top. That’s the bottom. That’s everything, and within the sovereignty of Morocco…. Outside autonomy, nothing,” the Moroccan diplomat said of the ongoing UN-led talks on Western Sahara.He pointed out that the 2007 Autonomy Plan, which grants local Sahrawis the “largest operative power” under Moroccan sovereignty, is the furthest Morocco could concede. And, like Bourita, Hilale went on to argue Morocco’s sovereignty and territorial integrity are sacred and non-negotiable.But now that a Saudi-owned channel has crossed what Rabat considers a red line, how will Rabat respond?As narratives hostile to Moroccan interests continue to flourish in Saudi public discourse, it remains to be seen whether this time Rabat will at least formally notify Riyadh that there are some things that Morocco does not tolerate. read more

Ban welcomes 12 billion from World Bank to fight food crisis

30 May 2008Secretary-General Ban Ki-moon today welcomed $1.2 billion in funding from the World Bank to help tackle the global food crisis that has emerged in recent months. “The Secretary-General welcomes the announcement by the World Bank of a $1.2 billion rapid financing facility as an important step in providing quick support to those most affected by the current food security crisis,” a spokesperson for Mr. Ban said in a statement.According to the UN, some 860 million people are suffering from hunger and malnourishment, a situation that has been worsened by recent severe price rises for food staples such as rice and wheat.UN agencies also forecasted in a report issued earlier this week that food prices are likely to remain high over the next decade.Mr. Ban said today that there is a need to provide a closely coordinated and coherent response to the global food crisis in the short, medium and long term.In Rome, starting on Tuesday, Secretary-General Ban Ki-moon will chair a three-day summit on the crisis, bringing together the heads of key UN agencies, as well as the International Monetary Fund (IMF) and the World Bank, along with many Heads of State and Government. read more

Hopes high for new leader to pressure Bank of Japan supereasy monetary

TOKYO – Hopes are high in Japan Inc. for the new prime minister. Stocks are recovering. The central bank is set to supercharge an already loose monetary policy. The soaring yen, a big minus for exporters, is reversing course.The bullish mood in the air is all about “Abenomics” — a reference, as dubbed by experts and market players, to Shinzo Abe, the shoo-in comeback prime minister when Parliament votes next week.But experts are already wondering how long that celebration is going to last.“This is just the honeymoon,” said Masaaki Kanno, chief economist at J.P. Morgan in Tokyo.Abe has made reviving the economy a priority, and is pushing for a 2 per cent inflation “target,” double the central bank’s “goal” now.That’s designed to fight a problem that was until recently relatively unique in the world — deflation, or continually dropping prices, which deadens economic activity. The Japanese economy has been stuck in deflation for two decades.The Bank of Japan, ending a two-day policy board meeting Thursday, further loosened its super-easy monetary policy, pumping more money into the financial system by expanding its asset purchase program by about 10 trillion yen ($119 billion) for a total of 101 trillion yen ($1.2 billion).The bank has now eased monetary policy five times this year. Japan’s benchmark interest rates are already at zero.The central bank also paid respect to Abe. It said it will consider pricing goals and report back at the next meeting in January. Bank of Japan Gov. Masaaki Shirakawa made clear in his news conference after the meeting the bank was responding to Abe’s requests.“One by one, my election promises are becoming realized,” Abe told reporters, noting Shirakawa had telephoned him to assure him that monetary easing will be enhanced.Abe’s pro-business, conservative Liberal Democratic Party was voted back into power in a landslide in Sunday’s elections.Before a change of power in 2009, the party ruled virtually without interruption for a half-century, engineering Japan’s stellar growth into the world’s third-largest economy.Besides generous promises to boost public-works spending — by as much as 10 trillion yen ($119 billion), according to party officials — Abe is pressuring the central bank to work more closely with the government.Such pressures are a departure from the past. But they are also growing in other parts of the world, including in the U.S. and parts of Europe.What remains unclear is exactly how the 2 per cent inflation target will be achieved. A weakening yen, though favourable for Japanese businesses, is likely not enough to get a lagging economy back on course.In the long run, Japan needs widespread economic reforms, opening up of markets and freeing up of tight protective regulations, to get new life back into the economy, analysts say.Job growth in recent years has been limited, often in low-pay part-time sectors. Hopelessness among the young generation is intensified by the prospect of having to foot the bill for one of the world’s most rapidly aging societies.“Getting out of deflation can’t be done by monetary easing alone. It’s not a fix-it-all. It’s not a magic wand,” said Katsuyuki Hasegawa, chief market economic at Mizuho Research Institute. “You need a whole package of measures.”A new business mentality is also needed, one that nurtures young entrepreneurs like Reina Otsuka, 32, who runs her own online business called “eco+waza” selling Japanese ecological products, like cast-iron rice cookers and charcoal deodorizers, for the global market.The government hasn’t been much help to Otsuka’s efforts in the past, but she had hopes for Abe, at 58, a young leader by Japanese standards, and prime minister in 2006-2007.“It is nice that he is still young. I hope he can show leadership,” she said, expressing hopes the government will let the private sector alone and get on with business.So far, Abenomics is on a roll.The benchmark Nikkei soared earlier this week, although it lost some of the gains Thursday. The dollar has recovered to mid-84 yen levels from below 80 yen levels in recent months.Toyota Motor Corp. President Akio Toyoda welcomed Abe’s pledge to work with the Bank of Japan, and expressed hopes the yen would keep sinking.Still, Abenomics is not without risks.So much of its best scenario relies on the confidence people have in Japan’s ability to sustain ballooning public debt, estimated at more than 200 per cent of its economy, or gross domestic product. That debt will rise if Abe executes his plan for more spending.Government bonds have remained stable so far. But if that confidence is lost, bonds could lose their perceived safety and that would endanger the country’s ability to borrow, Kanno warned.Setting an inflation target is a tricky idea, Kanno said. If a C student has been failing at trying to get a B, is targeting an A going to make a difference?And the idea that people will go shopping, expecting prices to go up later, is just ridiculous, he said. Drones have been banned from flying over Windsor throughout the Royal wedding weekend due to privacy and security fears.Thames Valley Police requested a Restriction of Flying Regulation order over concerns that the newlyweds’ royal carriage procession could be filmed from above using the unmanned aerial vehicles.The order was granted by the Civil Aviation Authority (CAA) for both Saturday 19 and Sunday 20 May to ensure that any overnight guests leaving the evening reception might also be protected.Police are concerned that if a number of drones are flown simultaneously, they could collide and fall out of the sky, injuring the royal couple or well-wishers lining the route.They could also be a danger to any police security helicopters flying overhead, providing cover for their officers protecting the royals on the ground.The force, which is responsible for the security of Prince Harry and Ms Markle on the streets of Windsor, is calling on the public to keep an eye out for drone pilots. They have asked the tens of thousands of people expected to line the route to call them urgently if they see one taking off on the wedding day.The enforcement will be monitored and enforced throughout the event and offenders will be liable for prosecution. Supt Jim Weems, tactical commander for the policing operation said: “This Restriction of Flying Regulation is a routine measure for a large scale event such as this and is part of the broad range of security measures that are in place to deliver a safe and secure day for everyone.”It involves a ban on all aircraft, as well as drones, flying below 2,500 feet in and around the Windsor Castle estate.It does not apply to commercial aircraft flying overhead to add from nearby Heathrow Airport.A Windsor Castle source said: “The Queen was notified that an order was being sought to prevent drones flying over Windsor Castle on the wedding day and she agreed to it.“They are a nuisance and intrusive and Thames Valley Police are asking the local people to report a drone if it is in the air or if they see somebody preparing to take one off.“They would be an irritation and now the CAA has officially banned them it is hopefully one less headache the security services will have to deal with on the wedding day itself.“There will be more than enough cameras on the royal couple without these flying unauthorised eyes-in-the-sky”. The researchers, Rosa Mach-Batlle, Carles Navau, and Alvaro Sanchez at the Autonomous University of Barcelona, have published a paper on the invisible magnetic sensors in a recent issue of Applied Physics Letters.”This is the first proposal to render a magnetic sensor invisible,” Mach-Batlle told “The invisibility can even be made exact in some cases, something never achieved before, to our knowledge.”Many magnetic sensors are made of ferromagnetic materials, which have the advantage of enhanced sensor detectability compared to other materials. However, the downside of ferromagnetic materials is that they attract magnetic fields, causing distortions in the same magnetic fields that the sensors are detecting. The challenging part of making invisible magnetic sensors is to simultaneously cancel these distortions while still allowing the sensors to detect the magnetic fields. Previously, researchers have designed magnetic cloaks for cloaking magnetic objects that make it impossible to magnetically detect them from the outside. However, these cloaks work both ways, so that the cloaked magnetic objects are completely isolated from and unable to detect any external magnetic fields. So a cloaked sensor could no longer function as a sensor.In the new study, the researchers have proposed a method for making a sensor magnetically invisible while maintaining its ability to sense. Their strategy uses a spherical magnetic shell that cancels out the leading term of the distortion that the sensor creates in response to external magnetic fields. The shell is also designed with tiny “air gaps” that allow a fraction of the external magnetic field to arrive at the sensor. Theoretically, the invisibility can be made perfect under certain conditions—specifically, when the sensor is spherical and the magnetic field is uniform.According to the researchers’ model, the proposed spherical shell must be made of a material with certain properties (in particular, a precise diamagnetic permeability) that do not exist in nature. Nevertheless, the researchers expect that these properties can be emulated with metamaterials made of high-temperature superconductors. This Is Your Brain on Mixed Martial Arts

He knocked out Luke Rockhold in the first round to win the middleweight belt in the Ultimate Fighting Championship, or UFC, the most popular of several MMA organizations.On Nov. 4 of this year, at age 38, Bisping defended his title for a second time. His opponent was the Canadian Georges St. Pierre, a former UFC champ. The fight, held in New York’s Madison Square Garden, was close until the third round, when a series of blows knocked Bisping to the canvas. Pierre pounced on the fallen fighter and applied a rear-naked choke, cutting off oxygen to Bisping’s brain. His body went limp.On Nov. 25, within weeks of going limp, Bisping was in the octagon again. This time 7,000 miles away in Shanghai, China. He had volunteered to fight a young up-and-comer after the original opponent, Anderson Silva, was pulled from the card following a failed drug test. It was no contest. Bisping got knocked out in the first round.Three weeks. Two brutal fights.These days, with more science available on brain injuries in sports (especially CTE, or chronic traumatic encephalopathy), the National Football League, National Hockey League and other organizations are doing more to protect athletes. Executives are making rules changes, establishing more stringent health checkups, and some groups have introduced improved headgear.The most well-known combat sport organization, the National Boxing Association, is no angel; allegations of corruption have plagued it for decades, and it’s not known for putting a fighter’s health first. Still, it’s hard to imagine one of its former and high-profile champions being allowed to fight three weeks after a violent loss, as Bisping did in the UFC.But this is mixed martial arts, a 25-year-old combat sport that has become a multi-billion-dollar industry — but still has its share of growing pains.A comprehensive review published this month in the journal Trauma suggests that MMA organizations are lax when it comes to monitoring the health of its fighters. And because the organizations don’t consistently track injuries to the combatants, the rate and risk of injuries remain largely unknown, the reviewers say.This is all the more concerning because many adolescents and teenagers are taking up the sport without fully knowing the long-term cognitive risks.Lots of Head BlowsThe researchers for the Trauma report looked at 18 studies involving 7,587 fighters from 1990 to 2016. Some of the studies indicated that nearly half of MMA fights ended due to head blows, though other studies offered a lower percentage, one putting it at 28 percent. Another study found only 13 percent of fighters sought or were given medical attention for concussive symptoms from blows delivered either in training or during matches. And more than half of those fighters returned to training within two days.Of the limited neurological tests done on fighters, the results are sobering.“Five studies measured degenerative neuroanatomical and cognitive changes associated with repetitive blunt head trauma sustained in combat sports,” the reviewers say. “Participants were found to have microstructural brain damage when compared to controls in all five studies. Additionally, one set of studies found fighters with more lifetime bouts tended to have lower cognitive test scores, processing speed, and increased signs of motor impulsiveness.”MMA health studies also tend to lack a clear definition of a concussion. Several studies equated a knockout to a concussion, and one used the Military Acute Concussion Evaluation as its concussion definition, the reviewers say.None of the studies outlined a head injury protocol, or return-to-activity guidelines. There were also no discussions of minimizing traumatic brain injuries, such as by restricting blows to the head, introducing mandatory head protection or developing better padded gloves.Joel Lockwood, an emergency physician at St. Michael’s Hospital in Toronto, Canada, and a co-author of the review, said in a news release that MMA fighters likely face long-term neurological consequences from repetitive head injuries. The danger “is unlikely to change without increased medical oversight and regulation, including accurate and consistent head injury assessment and diagnosis by trained medical professionals.”Shanghai AmnesiaMMA podcasts, typically hosted by former MMA male fighters, are full of bluster, expletives and the worship of toughness. During one in November, UFC light heavyweight champ Daniel Cormier called Bisping’s quick return to the octagon “a gangsta move” — a show of toughness and grit.Yet studies show that, as fighters age into their 30s, they can’t take punches like they used to; repeated punches over years degrade the brain’s ability to recover. A 2012 report found that UFC fighters between the ages of 36 and 40 were getting knocked out more often than fighters in younger age groups. It’s also common knowledge that, after taking a pounding in the ring or octagon, a fighter needs time off to mentally and physically recuperate.And MMA fighters do take a pounding. A 2014 study concluded that rates of getting knocked out or having a referee stop a fight (TKO) are higher in MMA than in any other combat sport. And over the last decade, three fighters have died as a result of injuries in the octagon, two from head blows, according to the Trauma review.Some MMA analysts have shown awareness about the damage inflicted. Former UFC fighter Brendan Shaub, who hosts a podcast, expressed concern for Bisping during a show in November in the run-up to the Shanghai fight. “What I don’t like about it is that it’s 21 days since Michael Bisping just got choked out, KO’d – let’s be honest, what put him on the ground was a left hook.”Even so, after Bisping was knocked out within minutes, no podcaster I heard talked honestly about the sport’s health realities. Dana White, the face of the UFC, has not spoken publicly about the issues surrounding the Bisping fight.
